Since the establishment of the Deposit Insurance Agency of Bosnia and Herzegovina, there have been two “insurance events” and two reimbursements of insured deposits of Bobar banka a.d. Bijeljina and Banka Srpske a.d. Banja Luka.
Procedure for insured deposits payout with Bobar banka a.d. Bijeljina started on January 19, 2015 in the total amount of BAM 86.6 million with 21,400 depositors. As of June 28, 2016 the total BAM 85.4 million or 98.4% of the value of insured deposits and 14,500 depositors or 68% of the number of depositors were paid.
In the case of Banka Srpske a.d. Banja Luka payout started on May 23, 2016. Total potential liability amounted to BAM 55.5 million and 14,200 depositors. As of June 28, 2016, a total of BAM 49 million, i.e. 88% of the value of insured deposits and 8100 depositors, ie 56% of the number of depositors.
The total liability of DIA in both banks amounts to BAM 142.1 million, and BAM 134.4 million is reimbursed.
In the period since the beginning of the liquidation process, the Agency has collected BAM 67 million in the case of Bobar bank, i.e. BAM 28 million in the case of Banka Srpska from the liquidation procedure with a very probable chance that the remaining part will be collected in full after the end of the court disputes. This indicates that of the total liability of BAM 142 million, DIA has already recovered BAM 95 million.

Operating license was revoked from Banka Srpske on 11 May 2016 since when the legal deadline starts to run for DIA to reimburse insured deposits. In a short time, on the eight day of revocation of Bank’s operating license, i.e. on 23 May 2016 the DIA started with insured deposits payout.
In accordance with the Law on Deposit Insurance reimbursed are deposits up to BAM 50 thousand. Total insured deposits with Banka Srpske amount to BAM 55.4 million, and total number of depositors is around 14 thousand.
UniCredit Bank a.d. Banja Luka, being an Agent Bank, shall reimburse insured deposits and the payout is performed very quickly and within anticipated pace. Although the DIA is obligated to payout insured deposits within 60 day from the day of Bank’s license withdrawal, this work has been done in a significant part for 8 working days (including also Saturday) since so far BAM 41.9 million or 76% of insured deposits has been reimbursed, respectively 6 874 depositors or 48% of no of insured depositors. Depositors may claim their insured deposits within period of 5 year from the day of revocation of Bank’s license.
The DIA notifies the public that reimbursement of insured deposits with two failed banks has shown that Deposit Insurance Fund completely performs its task for which it was established, which is to protect insured deposits and by doing so contribute to the financial stability. It often can be heard unfounded statements relating to the strength of the Deposit Insurance Fund and its capacity to perform its tasks also in the future. Such statements send a negative message and can result in unnecessary bank run. In order to make truthful information to insured depositor and general public in BiH, the DIA reports it has protected insured bank deposits in the previous period very effectively and will remain to do so in the future.

This is to inform the depositors of Banka Srpska a.d. Banja Luka “in liquidation” that the Deposit Insurance Agency of Bosnia and Herzegovina will start the payment of insured deposits through the Agent Bank UniCredit Bank a.d. Banja Luka, starting from 23 May 2016.
The payout process will take place in alphabetical order in the Branch of UniCredit Bank Banja Luka determined according to the place of residence of the clients, about which all depositors of Banka Srpska will be informed by invitation letters that they will receive by mail. In each of the branches, the reception info counter will be marked separately, as well as the counter place intended for the depositors of Banka Srpska.
In order to exercise their rights in relation to the insured deposit, depositors should bring an invitation letter, an identification document; ID card and / or passport, and a copy of the ID card / or passport, and proof of ownership (savings book, insurance contract, current or other account card, etc.). The request for reimbursement of the insured deposit, as well as the statement on subrogation-transfer of receivables will be delivered to the depositors at the counters of the Agent bank.
If another person is authorized to dispose of the deposit, it is necessary for the depositor to make a new power of attorney stating that it refers to the disposal of insured deposits with UniCredit Bank a.d. Banja Luka.
Reimbursement will be made in cash at the option of the depositor, by transferring money to the account of the Agent bank or another bank. Payment to legal entities will be made by transferring money to the transaction account specified by the legal entity in the Request.

The Deposit Insurance Agency of Bosnia and Herzegovina informs the public that the Banking Agency of Republika Srpska, by its decision number: 03-614 / 2016 of April 27, 2016 which became final on 11 May 2016 revoked the license of Banci Srpske a.d. Banja Luka.
Within its legal authorizations, the Management Board of the Deposit Insurance Agency of Bosnia and Herzegovina, by its decision number: 01-1-01-1-162/3-16 of 11 May 2016 determined the termination of membership in the deposit insurance program to Banka Srpske a.d. Banja Luka.
As the legal obligation for reimbursement of insured deposits has arisen, the Deposit Insurance Agency of Bosnia and Herzegovina will make payout insured deposits to depositors (individuals and legal entities) of Banka Srpska a.d. Banja Luka no later than 60 days from the day of revocation of the operating license of the said bank, in accordance with the Law on Deposit Insurance in Banks of Bosnia and Herzegovina.
Reimbursement will be made through the Agent bank UniCredit Bank a.d. Banja Luka, and the depositors will be informed about the beginning of the payout both individually and through the media.

After two previous meetings held in Croatia and Bosnia and Herzegovina in 2015, Deposit Insurers from Balkan region, members of the European Forum of Deposit Insurers, met in Serbia (Zlatibor) on March 11th where they continue to exchange knowledge, experience and best practices in the field of Deposit Insurance.
In order to boost the cooperation and expertise exchange, Deposit Insurers from Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro and Serbia signed multilateral Memorandum of understanding.
The objective of multilateral MoU is to enable the signatories to create joint platforms so as to pursue their mutual interests in international organizations, to enhance their experience and expertise, and to work closely together to support and contribute to the overall financial stability in the region. The signatories plan to accomplish these goals by exchanging relevant information on the situation in local financial and banking sectors, participating in crisis simulation exercises, initiating joint research projects, improving the regulatory framework and practice, setting up expert groups, staff exchange and training, etc.
The meeting also included various panel discussions on the risk monitoring and deposit insurance premium assessment, and deposit insurance fund financing and management.
Based on the decision of the District Commercial Court Banja Luka, no. 057-0-Reg-16-000125 dated 28 January 2016 there was a change in the name of NLB Razvojna banka a.d. Banja Luka. It will operate under the name NLB Banka a.d. Banja Luka.

According to the press release of the Banking Agency of Republika Srpska of 18th January 2016, in line with Article 113, Paragraph 2, Point 2 and 3 of the Banking Law of Republika Srpska the Provisional Administrator of the Bank has recommended to undertake measures for recovery of the Bank through rehabilitation of its business operations or by undertaking measures for sale. Aforesaid recommendation assumed the obligation of the Bank’s shareholders to draw up an action plan to implement the necessary measures to eliminate non-compliances in Bank’s operations and to improve its financial situation, with a clear timetable and schedule of implementation, bearing in mind the deadline determined by the decision of the Government of Republika Srpska which expires on 7 February 2016.
Based upon the press release of the Bank, by taking into account the conclusions of the RS Government of 8 February 2016 which confirms that there are ongoing preparatory activities on the development of economic and financial policies for the negotiation purposes on the financial arrangement with the International Monetary Fund, and which will affect the principles and models of the Bank restructuring, the Provisional Administrator made suggestion that the deadline for submission of the Bank Action Plan by shareholders to be prolonged for a 30 days from the date of issuance of the above-mentioned conclusion. According to the press release, if the Government of Republika Srpska fails to deliver the subject plan within this period, the Provisional Administrator shall send a request to the Banking Agency of Republika Srpska to start liquidation proceedings.
